On the night of July 12, 2001, 18-year-old male Frederick Vernell Ballard was on North Utica Avenue in Tulsa, Oklahoma, when gunfire shattered the darkness. Around 11:23 p.m., Tulsa police officers were dispatched to a report of a shooting in the 5500 block of North Utica and arrived to find Frederick lying in front of 5538 North Utica, gravely wounded from numerous gunshots.
