In the spring of 2011, a violent encounter on a residential street in Tulsa, Oklahoma, ended the life of Kelvin Heard. On the night of March 28th, officers were dispatched to the 2500 block of North Rockford Avenue after reports of a shooting. There, they discovered Heard lying in a driveway, suffering from multiple gunshot wounds. He was transported to a local hospital for treatment.
