On the night of September 16, 2012, Freddy Valle, a 22-year-old man from Oklahoma City, was riding through the city's northeast side with 19-year-old Francisco Javier Ramirez when their lives were cut short. The weekend had already been violent in Oklahoma City, and by late Sunday it was drawing to a close as the two young men sat in a car near the intersection of Northeast 24th Street and Lottie Avenue, a residential corridor not far from small homes and neighborhood streets.
