On April 7, 2000, Carole Payne, a 60-year-old resident of Cincinnati, Ohio, tragically lost her life as a result of a deliberate act of arson. She was inside her apartment at 1968 Westwood Northern Boulevard when an unknown person started a fire in the hallway just outside her apartment. The fire spread rapidly, ultimately engulfing her apartment. Carole succumbed to injuries from the fire the following day, on April 8, 2000.
