On the night of June 28, 2016, Reginald Carter, a 35-year-old African American man, was fatally shot outside the Amber Oaks apartment complex in Durham, North Carolina. At approximately 10:35 p.m., Durham police responded to a call at 3513 Century Oaks Drive, where they discovered Mr. Carter with a gunshot wound. He was pronounced dead at the scene.
