On a summer evening in Boston, 19-year-old African-American male Kenneth Rackley was at Washington Park in the Roxbury neighborhood on July 25, 2010. A basketball tournament was underway, and the park was filled with people enjoying the event. Suddenly, the sound of gunshots pierced the air, causing chaos as everyone scattered for safety. In the ensuing panic, Rackley was struck by a bullet.
