On a late September night in 2009, the life of 31-year-old Shantel Brown, a Black female, was tragically cut short in Baltimore, Maryland. In the early morning hours of September 25th, at approximately 1:15 a.m., she was found at the intersection of Sinclair Lane and North Chester Street.
