Travis L. Mills, a 39-year-old Caucasian male, was a construction laborer and a well-known resident of Indianapolis, Indiana. On the late night of April 18, 2010, his life was tragically cut short on the near east side of the city. Police responded to a call and discovered Mills inside his car, where he had been shot.
