A Routine Patrol Turns Fatal

On the night of January 19, 1996, Senior Border Patrol Agent Jefferson L. Barr and his partner, Agent Ned Thomas, were conducting a standard patrol near the Rio Grande River, approximately 2.5 miles downstream from the Eagle Pass Port of Entry in Texas. Responding to electronic sensor alerts indicating potential unauthorized crossings, the agents positioned themselves along a trail frequently used for illicit activities. Their objective was to intercept individuals possibly engaged in illegal entry or smuggling.

Confrontation with Smugglers

Around 10:30 p.m., the agents observed four individuals carrying large bundles, later identified as narcotics. Upon being challenged, the suspects dropped their loads; three attempted to flee toward the river, while Agent Thomas engaged one in a physical struggle. Simultaneously, the fourth suspect drew a .22 caliber revolver and fired eight shots at Agent Barr, one of which struck him in the left shoulder.
