Arturo A. Zizumbo, 47, a Hispanic/Latino man, was walking with three teenagers in Chicago's Brighton Park on the afternoon of December 16, 2016, when a silver vehicle rolled up to the mouth of an alley in the 4300 block of South Rockwell Street.
