On April 5, 2023, Juneanne Fannell, an 82-year-old resident of Rio Rancho, New Mexico, was tragically shot and killed in her home. Just hours before her death, Fannell had expressed fears for her safety to responding police officers. Her caretaker, Henry Cardana, had called 911 claiming that Fannell was 'uncontrollable' and needed to be removed from her home. During the call, Fannell communicated her sense of danger and specifically mentioned Cardana's firearms.
When the police arrived at the scene, body-camera footage revealed a disturbing interaction. Fannell pleaded with the officers not to leave her alone with Cardana, who had made a threatening remark implying he would kill her. Despite her clear distress and the threats made by Cardana, the officers left after assessing the situation, as they did not believe there was an imminent threat that warranted immediate action.
Approximately four hours later, police received another emergency call from a neighbor who reported that Cardana claimed he had killed Fannell. Upon their return to the residence, officers discovered Fannell deceased and Cardana covered in blood. Following the incident, Cardana was arrested and charged with murder. He later attempted to shift blame onto the police for failing to act on Fannell's earlier pleas for help.
The case has raised significant concerns about police response protocols and the protections available for vulnerable individuals in similar situations. Police Chief Stewart Steele defended the officers' actions at the time, stating they lacked sufficient grounds to suspect an imminent act of violence despite Fannell's warnings.
