Irbin Lopez, age 20, was shot and killed on September 24, 2012, in Houston, Texas. The homicide occurred in an area where violent crime had been an ongoing issue. The Houston Police Department responded to the scene after reports of a shooting, but despite initial investigative efforts, the case remained unresolved for some time.
