Arturo Ramirez, age 34, was shot and killed on December 19, 2016, outside the Concord at Gulfgate Apartments in southeast Houston, Texas. The incident occurred during an altercation in the apartment complex’s parking area around 8 p.m. Ramirez tried to escape but collapsed on a sidewalk nearby. He was rushed to Ben Taub General Hospital, where he was pronounced dead.
