Israel Garcia, a 52-year-old Hispanic man, spent the evening of October 15, 2015, inside a modest house in the 1200 block of Northwest First Street in Oklahoma City, where he had been helping with restoration work. He was not there alone; another worker, John Rodriguez, was also at the property, and the two men settled in as the day wore on, reportedly drinking together and planning to spend the night in the same residence they were repairing.
