James Belk, a 34-year-old resident of Detroit, Michigan, was killed on March 31, 2015, in an incident that remains largely unexplained. His homicide came during a period when the city was seeing a marked rise in violent crime. In fact, during the first few months of 2015, Detroit saw a nearly 25% increase in homicides compared to the same period the previous year.
