In the autumn of 2008, just two days before he would have turned 22, a young Black man named Mark Vines was killed in Baltimore, Maryland. On the evening of October 29, 2008, his life was cut short in the 600 block of McKewin Avenue. Mark, who was born on Halloween in 1986, was a son, a brother, and a friend, known to those close to him for his caring and compassionate nature.
