On the evening of June 21, 2007, 58-year-old Kevin Foley, a White male, left his Portland, Maine home. His wife, Christine, later reported that he had gone out antiquing. When he did not return home the next morning, she grew concerned and contacted the police. Tragically, at around the same time she was making her report on June 22, 2007, a public works employee in the neighboring town of Westbrook made a grim discovery.
