In the early morning hours of Friday, December 16, 2011, the stillness of a Milwaukee neighborhood was broken by a grim discovery. An African-American male, Charles A. Harts, 34, was found lifeless in an alley behind a garage at the rear of 3208 N. 53rd Street. It was approximately 1:30 a.m. when a passing citizen flagged down Milwaukee Police officers to report an unconscious person. Responding to the alert, officers arrived at the scene to find Harts suffering from gunshot wounds.
