On March 5, 1995, 17-month-old Daniel Fulton was tragically killed along with his mother, 28-year-old Kimberly Fulton, in Waterford, Ohio. Their bodies were discovered inside their burned-out mobile home located at Route 2, Box 194 in Waterford. The fire was found to have been intentionally set, and subsequent investigations revealed that both Kimberly and Daniel had been killed before the blaze, which was likely ignited to cover up the homicides.
Initially, despite some suspicion, there was insufficient evidence to make an arrest, and the case remained unsolved for many years. However, it was reopened by the Cold Case Unit of the Washington County Sheriff's Office in 2019. This renewed effort led to the indictment of Scott A. Hickman in 2021 on four counts of aggravated murder and two counts of murder. Hickman was believed to have been present at the scene during the initial incident, but at that time, there was not enough evidence to charge him. The latest indictment was based on additional investigation and new forensic analysis that brought to light previously unavailable evidence.
Authorities continue to seek further information regarding the case and have offered a $5,000 reward for tips that could lead to additional arrests or a resolution. The Washington County Sheriff’s Office and the Ohio Attorney General's Office are appealing to the public to assist in bringing closure to this long-standing cold case and ensuring justice for Daniel and Kimberly Fulton.
