Victoria Jane Collins, a 27-year-old dancer from the Cleveland area, was last seen alive on December 16, 1996. She had been out with friends and was reportedly dropped off around Interstate 90 following an argument in the car. She was reported missing by her boyfriend on December 18, 1996. On December 20, her nude body was discovered behind the Union 76 Truck Stop in Lake Township, Ohio.
Collins' murder remained unsolved for more than two decades until recent advancements in DNA analysis linked the crime to Samuel Legg III, a former long-haul trucker from Arizona.
The case took a significant turn when DNA evidence matched Legg, who was known to have worked as a truck driver during the 1990s, often picking up women along his routes. Samuel Legg III was ultimately indicted in 2020 on multiple counts, including two charges of aggravated murder, one charge of murder, as well as charges of rape and kidnapping. His indictment also linked him to two other murders in Mahoning County, Ohio, and Lake County, Illinois. Legg's DNA was further matched to a 1997 rape in Medina County, and his involvement in other violent crimes has led authorities to consider him a serial killer. He is currently held in Ohio at a maximum-security facility due to his mental health conditions, including neurosyphilis and schizophrenia, which have rendered him incompetent to stand trial.
The investigation was a collaborative effort involving the Lake Township Police Department, the Ohio Bureau of Criminal Investigation, and the Wood County Prosecutor’s Office. Authorities revealed that Legg had confessed during interviews to having picked up Victoria Collins. Furthermore, he admitted to having choked multiple women, including during the course of other murders for which he has also been charged. His extradition from Arizona and subsequent indictments have provided closure in several cold cases spanning across Ohio and Illinois, though his mental state has delayed legal proceedings.
The discovery of Legg's involvement illustrates the complexity of investigating crimes involving transient suspects, such as truck drivers, who can operate across vast areas, making the investigation and solving of such cases extremely challenging. Despite the time elapsed, advances in DNA technology provided crucial evidence that linked Legg to Victoria Collins' tragic death, as well as other cold cases.
